The Bitumen Flat Roofing Association (BFRA)

Reinforced bitumen membrane (RBM) systems account for more than 50% of the UK flat roofing market by installed area, making them the single largest waterproofing system in use.

The BFRA is the UK’s first trade association for the reinforced bitumen membrane (RBM) sector. Our vision is a future where bituminous roofing systems are consistently designed, specified, installed, and maintained to the highest standards.

We bring together leading manufacturers, designers, specifiers, contractors, and industry experts who are committed to raising standards across the flat roofing industry.

Shaun Lotay

Chair
Shaun has worked in the construction industry for 20 years, building expertise through a career spanning contracts management, quantity surveying, sales and technical leadership. He is currently the Technical Director at Axter.

As a founding director and Chair of the BFRA, Shaun guides the Board in setting the association’s strategy and priorities. He is also a key advocate for the BFRA, communicating its purpose externally, ensuring members’ voices are represented and encouraging wider industry collaboration to help raise standards.

Richard Aldred

Vice Chair
Richard began working in roofing straight from school, gaining early experience in contracting before serving in the British Army and then moving into roofing manufacturing. Throughout his career, he has built significant expertise in roofing system manufacturing and working collaboratively with contractors. He holds a master’s degree in construction project management and currently leads the technical team at Sika.

At the BFRA, Richard supports the Chair in leading the Board, contributing to strategy development and member engagement while ensuring continuity of leadership when required.

Phillip Wilcox-Moore

Secretary
Phillip has more than 25 years’ experience in the flat roofing and waterproofing industry and is currently the Managing Director of Axter.

Committed to the development of industry standards, Phillip is an active member of the European Standards Committee CEN/TC 254 Flexible Sheets for Waterproofing, and CEN/TC 254/SC 1 Bitumen Sheets. He also sits on B/546, the mirror committee for CEN/TC 254 and is a member of the specialist flat roofing working group responsible for BS 6229, the UK's code of practice for flat roofs with continuously supported flexible waterproof coverings.

A founding director of the BFRA, Phillip leads on governance in his role as Secretary, ensuring all Board and committee members are clear on their responsibilities.

Fiona Irvine

Technical Chair
Fiona has worked in the roofing industry since leaving school. Following a one-year administration role at Liquid Plastics - later acquired by Sika - she was appointed technical advisor and, over the next 10 years, honed her skills working across major new-build and refurbishment projects. In 2019, Fiona joined Sika’s product management team where she developed expertise in reinforced bitumen membranes and hot melt waterproofing systems.

As chair of the BFRA’s technical committee, Fiona plans and leads technical meetings, provides best practice advice, oversees the development of new industry guidance and co-ordinates the BFRA’s response to evolving standards and regulations.

Andrea Carbin

Administrator
With more than 35 years of experience in the roofing industry, Andrea brings a wealth of knowledge, organisation and dedication to her role as BFRA Administrator. She manages the Association's administration and events, and is the first point of contact for members and enquiries.

Having been involved with BFRA since its formation, Andrea has a deep understanding of the industry and the important role trade associations play in supporting members. Friendly, approachable and highly organised, Andrea is committed to providing excellent support and helping ensure the Association delivers real value to its members.

Andrea also works as a PA and roofing business support to the Head of Roofing at Sika Ltd, where she provides administrative support to the Roofing Business Unit management team.
